Why the pipeline matters to land value
Zoning, utilities and access change slowly. What changes fast is the pipeline: the approvals, groundbreakings and road funding that tell a builder or an investor where demand will be in five years. A pipeline entry is not a guarantee; projects slip, lawsuits intervene and phases are resized. But the list of what has actually been approved, funded or started is the most useful single document a landowner here can read.
Population: the base case
The University of Florida’s Bureau of Economic and Business Research puts Volusia County’s population at 604,533 on April 1, 2025, up 9.2 percent from the 2020 Census, and Flagler County at 140,714, up 22.0 percent.1 On the Orlando side of the region the same estimates show Osceola up 24.8 percent, Lake up 16.1 percent, Orange up 7.4 percent and Seminole up 5.2 percent, with Brevard up 10.1 percent and Florida as a whole up 8.5 percent.1 The Census Bureau’s Vintage 2025 estimates, released March 26, 2026, report that the Orlando–Kissimmee–Sanford metro added 37,690 residents between July 2024 and July 2025, the tenth-largest numeric gain of any U.S. metro.2 BEBR’s medium projections (February 2026) carry Volusia to 721,400 residents by 2050, up 19.3 percent from 2025.3 Those are the numbers utilities, school districts and FDOT plan against.

Housing starts, lots and jobs
The demand side has cooled in 2026. Residential permits in the Orlando metro fell 22.1 percent in the twelve months ending July 2026.21 Volusia County issued 582 residential permits worth $232.8 million in the second quarter of 2026, down from 819 permits worth $306.5 million a year earlier, and 2025 residential construction in the county was the lowest since 2017.22 Nationally, Zonda’s lot supply index for the second quarter of 2026 stood at 85.2, up 24.6 percent year over year and rated “appropriately supplied.”23 Builders are still buying land in Volusia, selectively: alongside Meritage’s 450 lots at Ormond Crossings, D.R. Horton bought Vineland Reserve in Osteen for $3.42 million and Lennar bought Rivington in DeBary for $1.51 million, according to Hometown News in April 2026.24

The Orlando metro had 1,508,300 nonfarm jobs, up 0.8 percent, with unemployment at 4.7 percent.25
What we watch
For land, the entries above resolve into a few questions. Where the next utility capacity comes from, and who pays for it: Avalon Park’s unresolved lawsuit with Ormond Beach is a reminder that approvals and pipes are different things. Which interchanges open first, because an interchange changes a parcel’s highest use before it changes its zoning. And how quickly the logistics buildings on Williamson Boulevard fill, because that sets the price of the industrial acreage around them. The date at the top is the last time we checked every source.
